May 2024 Wheel Meeting

Thank you, CoLAB members, for attending the May 2024 CoLAB WHEEL meeting! We like to keep our members informed on the local regulatory issues impacting them. So here’s a quick recap of some of the issues we discussed last week at the CoLAB WHEEL meeting (with links to more info).

Special Topic A big THANK YOU to our special guests, Carrie Buckman and Graham Bradner, with the California Department of Water Resources (DWR). Carrie and Graham gave us an overview of the status of the Delta Conveyance Project. The Delta Conveyance Project is a proposed water infrastructure modernization project that aims to increase water supply reliability and security for the State Water Project (SWP) by constructing a tunnel system to help move water through the SWP system.  Currently, the water supply supporting two-thirds of California’s population and 750,000 acres of farmland moves through the California Delta region as part of the SWP. Existing infrastructure is subject to seawater intrusion and seismic threats. The Delta Conveyance Project aims to address these threats and increase the ability to transport water supplies during extreme weather. For more information about the Delta Conveyance Project, please click HERE

Committee Reports
Water:California Fish and Game Commission voted unanimously to list the Southern California Steelhead Trout/Rainbow Trout as “endangered” under the state Endangered Species Act. This action will adversely impact local water districts’ ability to divert water for groundwater recharge and municipal use. It will also adversely impact water supplies for agricultural use.  
Housing:LA Superior Court strikes down SB9, the controversial state law allowing residential lot splits. Only 16% of Californians can afford to buy a house in the state. Ventura BOS looked into floating a local affordable housing bond on the November ballot. Surveyed voters said no.

Environmental: Biden Administration is streamlining NEPA (the federal version of CEQA) Federal government invests $3 billion in lead pipe removal 
Land Use:Proposed zoning ordinance amendments to allow for limited ag food processing facilities are coming to the BOS on June 4. Ventura City kicks off public engagement for bike trail project from Johnson to Wells Road
